Bellamy Park 2020 Season

The Bellamy Park Management Board met yesterday (June 11) to further discuss the opening of Bellamy Park to seasonal campers. It was decided that opening day for the 2020 season will be June 19th, 2020.

Attached are the following two documents that address the current COVID-19 pandemic and are in keeping with directions provided by the Province of Ontario and the Leeds, Lanark and Grenville District Health Unit:
   1. COVID-19 Operational Plan
   2. Bellamy Park COVID-19 Code of Conduct

Both documents are based on the information that is known at this time. As Provincial and Health Unit COVID-19 directives and protocols change, these documents will be updated. The Board also discussed the 2020 seasonal rates during the meeting. It was noted by the Chair that the Township of Elizabethtown-Kitley requires the Bellamy Park cost centre operate on a break-even basis. Therefore, all expenditures must be equal to the revenues. If there is a surplus at the end of the year, after all adjustments, that surplus is allocated to the Bellamy Park reserve for future years. If there is a deficit, funds are allocated from that reserve to balance the budget. While the Park did have a significant reserve at the end of last year ($52,000), much of it is allocated toward capital projects that are required by the Township’s insurance risk management needs including the upgrading of the main road into the Park and finger dock repairs. Money has also been allocated from the reserve for the replacement of the holding tank which was required by the Leeds, Lanark Grenville Health Unit last year. The completion of these projects will reduce the Bellamy Park reserve to approximately $10,000. Therefore, if the Park does run with a deficit this year, the amount of that deficit will be added to the 2021 budget and the fees adjusted to recoup the loss.

All of the above information was considered when deciding on the 2020 reduced rate. The Bellamy Park Board has set the rates for 2020 as follows:
   -  Seasonal Site, with hydro $1,252.90 plus applicable taxes
   -  Seasonal Site, without hydro $1,093.05 plus applicable taxes

Further, for anyone who decides that, due to the COVID-19 pandemic, they will not be returning to the camp there are two options available:
   1. If you wish to leave your trailer on your site, you will be required to pay the above seasonal site fee.
   2. If you wish to remove your trailer and any other structures/equipment from the site, you can pay a retention fee to ensure that your current lot will be available to you for the 2021 season. This provides the opportunity for the Park to rent out your site to another seasonal camper for the 2020 season and you can then return to the site for 2021 (if the retention fee is paid). The Park does have a waiting list and will be contacting them to fill seasonal sites that are vacant.

As noted previously, the Park does have a few portable toilets available on site. With the washroom facilities being closed at this time, there are a few seasonal campers that do not have access to washrooms. Therefore, the Board will allocate one portable toilet for each of the seasonal camp sites that do not have access to their own facilities. The seasonal camper will be responsible for the cleaning of their dedicated portable toilet. A lock is to be installed on the door to ensure that only the seasonal camper and their group can have access to it. There will be a pump out fee of $160.00 for the season required in keeping with the fee paid by those with self contained washroom facilities

Based on the attached and above noted information, the Bellamy Park Management Board would like to, again, take a poll on who will be returning. Please reply to this email with your decision.

The Bellamy Park Management Board held a virtual meeting on May 28, 2020.  The intent was to livestream the meeting in the same way as is being done with Council meetings but, unfortunately, we experienced technical difficulties with livestreaming and were unable to upload the video of the meeting which was recorded due to these same challenges.  The Board directed staff to provide brief summary of the meeting prior to becoming aware these recording issues existed.  The summary is provided below.

On May 14, the Province of Ontario announced that private parks and campgrounds may open to enable preparation for the season and to allow for access for trailers and recreational vehicles whose owners have a full season contract.  At that time staff were instructed to prepare an opening plan for the Board’s review which became the main purpose of the meeting.  Discussion occurred regard washroom access, the beach/swim area, boating and physical distancing and included information on what other campgrounds have been doing with regard to opening.  As per the Ministry of Health memorandum of May 19, 2020, outdoor playgrounds, play structures and equipment, outdoor fitness equipment, outdoor swimming pools and other similar amenities and communal facilities will remain closed.

The following directions were provided to staff:

  1. Two members of staff will begin opening procedures including opening of the water system on Monday June 1st, 2020.
  2. Any seasonal camper that wishes to inspect their trailer or begin preparations/repairs to their site can do so by appointment only.  Please email for an appointment.
  3. Further information is to be collected by staff for a meeting next week including washroom facilities, the use of port-a-potties, beach/swim areas, etc.  Notice of the meeting will be posted on the Township’s website
  4. Some construction projects such as the main road upgrade will proceed this year.

Dear Bellamy Park Camper:

At the time of this letter, seasonal campgrounds continue to be excluded from the Province of Ontario’s list of essential workplaces.  The Township’s Emergency Control Group (ECG) continues to monitor announcements with the objective of opening Bellamy Park as soon as safely possible.  Currently, the Township is maintaining a tentative late June reopening.

The Province of Ontario has recently expanded on what activities can be conducted on a seasonal campground.  Under Seasonal Campgrounds section 3.1 (d) of the List of Essential Workplaces reads “other areas of the seasonal campground are closed to the general public and are only opened for the purpose of preparing the seasonal campground for reopening”.  In response to this announcement, the Bellamy Park Manager has prepared an “Opening Plan” which will be reviewed by the Bellamy Park Management Board at their upcoming virtual meeting next week.

At this time, access to Bellamy Park to check on sites continues to be offered through appointment only.  Appointments can be arranged by emailing, or by calling and leaving a voicemail with the Township Offices at 613-345-7480 or 613-283-2277.  Please do not call the campground directly.

Dear Bellamy Park Camper:

As all of you are aware, the world is combatting COVID-19.  This is no different for our own community.  Since early March, the Township’s Emergency Control Group has been meeting to discuss what actions are required in order to ‘flatten the curve’, slow the spread of the virus so that our medical community does not become overwhelmed as it has been in other areas.

As many of you probably already know, the Province of Ontario has closed all parks and beaches within the province with the exception of trails.  The ECG considered this information as well as information we obtained from other cottage associations and have made the hard decision to postpone the Bellamy Park Campground opening until June 26th, 2020, subject to change due to the COVID-19 progression.  Please note that camping fees will be adjust in accordance with this direction.  

Speaking of fees, it was also determined that the deadline for 2020 deposit refunds has been extended to April 30th, 2020.  If you do request a refund, please email

With the Park being closed to everyone but staff, those who are cancelling their season or  those who wish to check on their site, you will be required to email to set up an appointment.  This will ensure that everyone remains as safe as possible during this emergency.  Anyone who attempts to enter the Park without an appointment will be seen as trespassing and the Township will act accordingly to ensure the safety of all.
